Remove the heavy vignetting
Brighten exposure by 1.3 stops
Decrease highlights

Send to Photoshop to remove Mr. Ruinsmyphoto
Simple Content Aware brush and he's gone
Fix edges where the sky and water is even from previous step

Send to Nik Brilliance/Warmth filter, add perceptual saturation
Bring back into Photoshop and decrease layer opacity until perfect
Send to Nik Pro Contrast for Dynamic Contrast bump
Bring back into Photoshop and decrease layer opacity until perfect

Apply Orton Effect
Properly sharpen
Export!
